Mission Statement
In each parish there is to be a finance committee (referred to in Canon Law as the Parochial Council for Economic Affairs) to help the pastor in the administration of the goods of the parish. It is ruled by the Church's universal law and by the norms laid down by the diocesan bishop, and it is to be comprised of members of the faithful, no less than four and no more than six lay men or lay women.

Short Term Goals
(1) Draw up the annual parish budget of income and expenditures.
(2) Oversee the computerization of the parish's finances (Quickbooks v3.1 for Windows) and review actual figures on a monthly basis through balance sheets and profit & loss statements presented by the pastor.
(3) Prepare the annual reports submitted for the review of the Diocesan Finance Committee (Canon 1287 *1).
(4) Render an account to the people concerning the goods they give (Canon 1287 *2) including a presentation to the Parochial Pastoral Council and a written or printed form distributed once a year at the weekend Masses.
(5) Plan for the cyclic repair/replacement of facility and property needs in a timely fashion and with the prior approval of the Diocesan Board of Consultors for outstanding obligations or the buying/selling of property.
(6) Review at the discretion of the pastor any particular items of administration beyond the budget which seem of greater significance or for which the pastor wishes advice.

Long Term Goal:
Set up a three- to five-year plan for the parish budget and its facility/property needs.

From the Diocesan Guidelines:
The openness and cooperation between the pastor and his Parochial Council for Economic Affairs requires that the pastor not undertake major financial initiatives without the advice of this council.

No direct relationship to the Parochial Pastoral Council is suggested beyond the required annual report (cf. above) which can be given by the pastor or by a member of the Parochial Council for Economic Affairs. As the duties of this council, however, are more budgetary than fund raising or maintenance, it is strongly recommended that the Parochial Pastoral Council continue to have its own committee for the traditional responsibilities of fund raising and maintenance. At the discretion of the pastor and according to the local situation, individuals who serve as members of the Parochial Council for Economic Affairs may also serve on the Parochial Pastoral Council. The two councils are related in the person and duties of the pastor.

The role of the Parochial Council for Economic Affairs is consultative. As the one who is responsible for informed pastoral decisions, for the good of the parish, the pastor best keeps the Parochial Council for Economic Affairs appraised of pastoral needs on which he hears the advice of the Parochial Pastoral Council.
